Tripartite Partnership Advances Study on Buddhist Circuit Linking Lumbini and Buddha’s Enlightenment Sites

A process has been initiated to prepare a comprehensive report on the concept, implementation and potential benefits of a “Buddhist Circuit” connecting Lumbini, the birthplace of Lord Buddha, with important sites associated with his enlightenment and Buddhist heritage.

The initiative follows a tripartite strategic partnership agreement between Lumbini Buddhist University, Chhay-Ya Nepal, and the Integrated Social Development Centre (ISDC). The partnership aims to undertake studies, research, and analysis to develop a detailed framework for promoting Buddhist tourism, strengthening cross-border connectivity, and supporting sustainable tourism development.

Study to Focus on Policy Recommendations and Sustainable Tourism

According to Lumbini Buddhist University, the study will include joint onsite assessments, data collection, analysis, stakeholder consultations and research conducted by the three partner organisations. The resulting report is expected to provide policy-level recommendations and a strategic framework for the sustainable development of tourism linked to Buddhist heritage sites.

It will also examine opportunities to improve connectivity among destinations associated with the life, teachings and spiritual journey of Buddha across national borders. The study is intended to identify practical approaches for strengthening tourism infrastructure, facilitating movement between key Buddha destinations and enhancing cooperation among relevant institutions and stakeholders.

Roles Assigned to Three Partner Organisations

ISDC Board Member Swati Thapa said Lumbini Buddhist University will take the lead in the academic aspects of the initiative, including research, study and analysis. Chhay-Ya Nepal will coordinate with provincial and local governments during the preparation of the report, helping facilitate field-level engagement and coordination with relevant authorities. Meanwhile, ISDC will coordinate the overall activities related to the project. According to Thapa, Chhay-Ya Nepal will contribute Rs. 1.5 million towards the project, while Lumbini Buddhist University will mobilize its professors, researchers and subject experts for the study.

Joint Committee to Oversee Project Implementation

An inter-organisational operation committee comprising representatives from all three organisations will also be formed. The committee will provide strategic direction, review the progress of the study and monitor the overall implementation of the project. The mechanism is expected to ensure coordination among the participating organisations while maintaining regular oversight of the research and report preparation process.

Report Targeted for Completion by July 2027

The detailed report is scheduled to be completed by July 2027. It is expected to serve as a reference document for policymakers and tourism stakeholders in developing a coordinated Buddha framework and strengthening connectivity among key Buddhist heritage destinations.

The strategic partnership agreement was signed by Prof. Dr. Manik Ratna Shakya, Vice-Chancellor of Lumbini Buddhist University; Srishti Silwal, Chairperson of Chhay-Ya Nepal; and Siddhartha Bajra Bajracharya, Chairperson of ISDC, according to Lumbini Buddhist University Registrar Indra Prasad Kafle. The initiative is expected to bring academic research, institutional coordination and local-level engagement together in examining the potential of a Buddha Circuit centred on Lumbini and other major destinations associated with Buddha heritage.
