A six-month pilot program aimed at transforming the tourism and hospitality workforce has been officially launched in Phuntsholing, one of Bhutan’s main tourism gateways. The initiative, launched on April 12, seeks to implement the National Career and Occupational Framework (NCOF) 2025 across nine hotels in the city.
The program introduces a competency-based system through targeted training and Recognition of Prior Learning (RPL), designed to enhance workforce skills, improve service standards, and ensure better alignment between job roles and employee capabilities.
Addressing Key Challenges in the Hospitality Sector
Bhutan’s tourism and hospitality industry has long faced challenges such as limited access to formal certification, unclear career progression pathways, and inconsistent service quality. The newly launched pilot aims to tackle these issues by standardizing skills across the sector and recognizing the existing competencies of workers. Officials say the initiative will help promote professionalism while making hospitality careers more structured, attractive, and sustainable for the workforce.

Officials highlighted that the long-term goal is to build a resilient, skilled, and professional workforce that can meet evolving global tourism standards.
High-Level Participation Marks Official Launch
The launch event was attended by several high-ranking officials and dignitaries, including representatives from the Office of the Prime Minister and Cabinet. Dasho Penjore, Advisory Team Lead for the Phuntsholing Thromdey Enhancement Project, graced the event along with the Secretary of the Ministry of Industry, Commerce and Employment (MoICE), the Director of the Department of Tourism, and the Dzongdag of Chhukha. Officials from the Phuntsholing Thromde Administration and other stakeholders were also present, underscoring the importance of the initiative in strengthening Bhutan’s tourism sector.
