The Department of Immigration has taken strict action against Multi Adventure Pvt. Ltd., imposing a fine of Rs. 40,000 for violating Nepal’s trekking regulations by taking a foreign tourist into a restricted area without proper authorization. This marks the first time the agency has levied a penalty under the Immigration Act, 2049 (1992) for such a violation.
Violation of Trekking Rules
The company reportedly escorted German national Martin Schram to the Kanchenjunga region in Taplejung, a designated restricted area, before obtaining the legally required trekking permit. According to Nepalese law, foreign nationals intending to enter restricted regions must acquire a trekking permit from the Department of Immigration before commencing their journey.

The Immigration Department clarified that the trekking agency had requested a permit from October 25 for 10 days, but the tourist was taken to the restricted area one day before the official permit period began, in clear violation of the rules.
Legal Framework and Compliance
Under the Immigration Act, 2049 and the Immigration Regulations, 2051 (1994), trekking agencies are required to submit applications on behalf of foreign nationals seeking permits to enter restricted zones. These regulations aim to ensure the safety of tourists and protect sensitive border areas of Nepal.
The department’s spokesperson, Tikarama Dhakal, confirmed that the agency’s trekking guide, Daila Sherpa, directly led the foreign tourist into the area, and that further action has been recommended to the Tourism Board regarding the guide’s role in the violation.

The Nepalese government has declared certain regions within 15 districts as restricted zones due to security and border sensitivity. Some of the notable restricted areas include:
- Upper Mustang and Upper Dolpa
- Simikot in Humla, Namkha, and Chhunkheli
- Manaslu region in Gorkha
- Kanchenjunga region in Taplejung
- Gaurishankar–Lama Bagar area in Dolakha
- Kimathanka in Sankhuwasabha
- Chekhampar and Chunchhet in Gorkha
Entry into these areas without prior authorization is considered illegal and punishable under the law.
