The Indian government has activated its regulatory powers to control a sudden spike in domestic airfares after widespread flight cancellations by IndiGo triggered chaos across the aviation sector. The Ministry of Civil Aviation announced a mandatory fare cap for all airlines in an effort to shield passengers from what it described as “willful pricing” during operational disruptions.
Government Directs Airlines to Follow Prescribed Fare Limits
In an urgent directive issued on Saturday, the Ministry instructed all carriers to strictly adhere to the fare bands already set under India’s civil aviation price framework. Officials said that the government will closely monitor real-time airfare data, coordinate with airlines, and track ticket prices on online travel platforms to prevent any sudden or opportunistic hikes. The ministry emphasized that protecting passengers from exploitation is its “top priority,” especially during periods of mass cancellations that tend to distort market pricing.

IndiGo Ordered to Clear Refunds Immediately
Alongside its industry-wide warning, the Ministry issued a specific instruction to IndiGo, India’s largest airline, to expedite all pending refunds to passengers affected by the disruption. Thousands of travelers were left stranded nationwide after the airline cancelled a large number of flights, causing booking delays, overcrowded airports and a sharp rise in last-minute ticket prices. The Ministry said it will monitor IndiGo’s refund process to ensure that no passenger faces unnecessary delays or administrative obstacles.
Pilot Shortage and New Duty Rules Trigger Operational Breakdown
According to official statements, the crisis at IndiGo originated from an acute shortage of pilots and flight crew, following the implementation of new Flight Duty Time Limitations (FDTL). The updated rules, introduced to enhance flight safety, mandate longer rest periods between shifts, increasing the number of crew members required to maintain schedules.
IndiGo reportedly miscalculated the number of pilots needed under the revised regulations and failed to plan adequate staffing buffers. As a result, the airline was unable to operate several scheduled flights, leading to last-minute cancellations across major Indian airports. The disruptions had a cascading effect: passengers scrambled for alternative flights, and ticket prices on remaining flights surged sharply within hours.
Government Launches Investigation Into IndiGo’s Mismanagement
In response to the nationwide disruption, the Indian government has ordered a formal investigation into IndiGo’s operational mismanagement. A special committee has been appointed to examine whether internal planning failures contributed to the crisis and to identify those responsible for the breakdown. Officials said the probe aims to ensure accountability and prevent similar disruptions in the future, particularly as India’s aviation sector continues to expand rapidly.

Continued Monitoring to Stabilize the Aviation Sector
The Ministry reiterated that it will maintain heightened oversight of airfares and flight operations in the coming weeks. Authorities will also continue industry consultations to evaluate whether additional regulatory measures are required to stabilize pricing and prevent recurrence of such crises.
With IndiGo operating more than half of India’s domestic flights, its operational turbulence has broader implications for the country’s aviation network. The government said it expects airlines to prioritize transparency, passenger rights, and adequate staffing as key components of aviation reliability.
