The Government of Nepal has officially implemented the Foreign National Management Information System (FNMIS) starting January 1, 2026, with the objective of strengthening the monitoring, safety, and management of foreign nationals visiting and staying in the country.
The system was formally launched by the Department of Immigration in the presence of Home Minister Om Prakash Aryal and Chief Executive Officer of the Nepal Tourism Board, Deepak Raj Joshi, among other senior officials.

Although the system was initially announced to be enforced from Ashwin 1, its implementation was postponed due to changing national circumstances and has now been made mandatory from January 1.

Mandatory in Two Phases
According to the Department of Immigration, the system will be implemented in two phases. In the first phase, the system has been made mandatory for star-rated hotels within the Kathmandu Valley.
In the second phase, beginning from March 1, 2026 (Falgun 17, 2082 B.S.), the system will be expanded nationwide and made compulsory for:
- Star-rated hotels across the country
- Airlines
- Tours and travel companies
- Money exchange service providers
Additionally, it will gradually be applied to all types of hotels, guest houses, and other public and private institutions that provide services to foreign nationals. The department has urged all concerned public and private service providers to register and integrate with the system without delay.

Enhancing Security and Tourism Promotion
The Department of Immigration stated that the system has been developed to ensure the safety of foreign visitors, facilitate information sharing, control potential crimes, and support tourism promotion in Nepal.

With the implementation of this tracking and registration system, records related to the residence and activities of foreign nationals entering Nepal will be systematically maintained. This will also enable easier search, rescue, and emergency response when required.
Improved Coordination Among Stakeholders
The new system is expected to strengthen coordination and information exchange among security agencies, tourism entrepreneurs, and concerned authorities, thereby contributing to the safe, organized, and sustainable development of Nepal’s tourism sector. The Department of Immigration has also published detailed guidelines on its official website regarding the registration process and system integration procedures.
