Government Unveils Delivery-Based Governance to Transform Tourism

The Government of Nepal has announced the implementation of Delivery-Based Governance to ensure effective, measurable, and accountable execution of government work, aimed at bringing positive changes to public life. The policy was passed during the cabinet meeting held on Friday and is designed to make governance result-oriented and transparent.

Under this system, a “National Commitment” will be prepared by synthesizing implementable issues from the election manifestos and commitment papers of all political parties that participated in the House of Representatives (HoR) election conducted on March 5. Each ministry is tasked with preparing an action plan to execute 10 major projects within a week, detailing deadlines, responsible officers, and key performance indicators to ensure timely and efficient execution. Additionally, a task force called the Constitution Amendment Debate Paper will be formed within seven days to build national consensus on potential constitutional amendments.

Tourism Prioritized in 100-Day Action Plan

Tourism has emerged as a key priority under the new governance framework. The government’s 100-day plan for tourism includes several major initiatives aimed at promoting adventure, wellness, and cultural tourism across the country.

GOVERNMENT

Development of Adventure Tourism Routes

The plan focuses on identifying and promoting organized tourism routes in various regions, including:

  • Udayapur (around the Koshi River)
  • Achham (Ramaroshan area)
  • Bajura Badimalika
  • Api Himal Trekking Route
  • Dordi Himal Trekking Route

The government has committed to conducting necessary feasibility studies in these areas and presenting actionable implementation plans within one month, ensuring the development of structured tourism infrastructure and experiences that will attract both domestic and international tourists.

Positioning Nepal as a Wellness Tourism Hub

Nepal’s wellness tourism sector is set to receive a significant boost, with plans to promote health-focused tourism, including Eastern philosophy, meditation, yoga, and natural therapies. Within 15 days, the government aims to release a comprehensive wellness tourism strategy to position Nepal as a global destination for wellness travelers.

This initiative aligns with Nepal’s proposal at the United Nations, which led to the UN declaring April 15 as International Wellness Day. Nepal will formally thank all member nations that supported the proposal. Furthermore, the government plans to organize “Nepal Wellness Year 2027” and establish a coordination mechanism across government agencies to integrate wellness tourism into the national economic transformation agenda.

Strategic Impact on Nepal’s Tourism

These initiatives are designed not only to expand tourism infrastructure but also to diversify Nepal’s tourism offerings. Adventure routes in remote areas will provide new experiences for trekkers and adventure enthusiasts, while wellness tourism initiatives aim to attract visitors seeking holistic health and rejuvenation experiences.

By combining adventure, culture, and wellness, the government is positioning Nepal as a comprehensive tourism destination. The 100-day plan reflects a structured approach to achieving measurable results in the tourism sector, ensuring that development is systematic, sustainable, and economically transformative.

Tourism entrepreneurs, local stakeholders, and community leaders are expected to play a crucial role in implementing these initiatives, which will help generate employment, promote local culture, and increase Nepal’s global tourism competitiveness.
