The Birgunj Customs Office has introduced a temporary entry pass system for Indian vehicles entering Thori in an effort to ease cross-border travel and minimize disruptions faced by commuters and businesses. The interim arrangement came into effect on July 7, with the customs office deploying two officials at the Thori Sub-Customs Office to issue free temporary entry passes to Indian vehicles.

Free Passes to Facilitate Smooth Movement
According to the customs office, the temporary passes will allow Indian vehicles to operate within the Thori area without interruption until a long-term mechanism is finalized by the concerned authorities. Officials said the initiative is intended to ensure smooth cross-border mobility while preventing inconvenience to travelers, local residents, and commercial activities that rely on regular vehicle movement between Nepal and India.
Interim Measure Following Parliamentary Concern
The temporary arrangement was introduced after the issue of halted entry of Indian vehicles into Thori was raised in Nepal’s House of Representatives, drawing attention to the impact of the restrictions on local transportation and cross-border connectivity.

In response, the Birgunj Customs Office implemented the temporary system as an immediate solution while seeking further guidance from higher authorities.
Permanent Solution Under Consideration
The customs office stated that it has formally written to the concerned ministry requesting policy-level decisions to establish a permanent framework for the entry and operation of Indian vehicles in the Thori area. Authorities expect the ministry’s decision to provide long-term clarity on cross-border vehicle movement and customs procedures.
