The Ministry of Culture, Tourism and Civil Aviation has signed an Annual Performance Agreement for fiscal year 2083/84 to improve the implementation of its policies, programmes and budget while making government services more effective, accountable and results-oriented.
The agreement was signed between Minister for Culture, Tourism and Civil Aviation Khadak Raj Poudel ‘Ganess’ and Ministry Secretary Mukunda Prasad Niraula. The initiative is aimed at ensuring that the ministry’s planned programmes are implemented within the specified timeframe and that the targets and expected outcomes set for the fiscal year are achieved.
Focus on Timely Implementation and Results
The Annual Performance Agreement provides a framework for strengthening the implementation of the ministry’s policies, programmes and budget. Through the agreement, emphasis has been placed on achieving defined targets, improving institutional performance and ensuring that planned activities produce measurable results. The ministry has also highlighted the need to make service delivery more efficient and responsive. The performance-based approach is expected to help government agencies maintain greater focus on their responsibilities and the outcomes expected from their respective programmes.
Officials and Agencies Also Sign Agreements
The performance agreement process has also been extended to senior officials and agencies operating under the ministry. On the same occasion, heads of the ministry’s divisions and departments, along with executive chiefs of various organizations under the ministry, signed their respective Annual Performance Agreements with Secretary Niraula. The arrangement is intended to establish clearer responsibilities across the ministry and its subordinate bodies while improving coordination between different levels of the tourism administration.
Strengthening Tourism Sector Governance
The agreement comes as the ministry continues to oversee key areas including tourism development, cultural heritage, aviation and tourism-related public services. Effective coordination among the ministry, its departments and affiliated agencies is important for implementing tourism policies, developing infrastructure and improving services for visitors and tourism businesses.
The performance-based agreements are expected to strengthen accountability, coordination and result-oriented working practices across the ministry and its subordinate institutions.
